    National Assessment of School Resource Officer Programs Final Project Report

    There has been a growing interest in placing sworn police officers in schools as SROs to improve school safety. However, when this project began in May 2000, little was known about SRO programs (appendix A identifies the principal published and selected unpublished discussions of SRO programs, and related data on school safety, that we examined). The purpose of the National Assessment was to identify what program “models” have been implemented, how programs have been implemented, and what the programs’ possible effects may be. To obtain this information, Abt Associates conducted a nationwide survey of established and relatively new SRO programs and collected implementation data by telephone and on site from 19 SRO programs.

    The extent of public participation in the formulation of the IDP: the case of Beaufort West

    This study analyses public participation in the formulation of the Integrated Development Planning in the Beaufort West Municipality. The aim of the study is to examine the nature and extent of public involvement in the formulation of the IDP document through the lens of legislative mandatory processes and public views. It looked at the extent to which the public’s view was considered and also focused on the quality of this engagement with citizens. The research has discovered that the municipality is not immune to any challenges faced during community engagement efforts and in its attempt to promote public participation. This process is also often ignored, and no accountability is acknowledged by officials as they sometimes fail in exercising their responsibilities as set out by law against the very precepts of democracy. From the data analysed it is a common supposition that the process rests upon the bureaucratic structures and disregards the integration of many relevant stakeholders. The paper also assessed methods attempted to interrogate strategical priorities, like IDP Reviews, Budget adjustments to develop society if it is undertaken effectively, or are the processes done for the purposes of compliance. It has also recognized that the council members serving in council, conducted themselves more as political party electorates rather than the citizens of the municipality and this act is reflected as a discernment to derail public participation intentions. The research has, to a significant measure, assessed and gave insight into the capacity of the officials to hold meaningful engagements in the ward meetings and their potential in influencing the process effectively. This dissertation made recommendation on how the municipality can adhere to legally sanctioned regulations and upholding equity, as well as promoting competent bureaucracies through empowerment and capacity building to support the development of communities’ initiatives. Transformation in the understanding of public participation as a policy to inform the local government administration rests upon the identification and the resolution of our identified societal problems and the empowerment of citizens to engage meaningfully.

    STUDY ON THE EFFECT OF AIR SPACE BETWEEN THE RESTING WATER AND THE DIFFUSER BASIN ON ARSENIC REMOVAL AND DETERMINATION OF GENERAL FLOW CURVE

    The study attempt to investigate the effect of air space between the diffuser basin and the resting water level on removal of arsenic by the Arsenic Biosand Filter. In addition, the study focused on the determination of general flow curve for the filter , determination of time required for volume of water to be filtered and also to comprehend the social acceptance of the filter. Four filters from Tilakpur VDC of Nawalparasi district were selected for the research.. Altogether 150 water samples were collected and flow rate of each sample was taken. The collected samples were tested for arsenic by using ENPHO arsenic field test kit. Besides this, the social acceptance of the filter was evaluated through questionnaire and informal survey. To accomplish the objective some hypothesis was set. And the result obtained from the research was compared with the hypothesis set. And according to the comparison the result and conclusion were made. And thus the result obtained from the research was not according to the hypothesis set and this thesis describes the different reasons not satisfying the hypothesis.

    Visual Indeterminacy in GAN Art

    This paper explores visual indeterminacy as a description for artwork created with Generative Adversarial Networks (GANs). Visual indeterminacy describes images which appear to depict real scenes, but, on closer examination, defy coherent spatial interpretation. GAN models seem to be predisposed to producing indeterminate images, and indeterminacy is a key feature of much modern representational art, as well as most GAN art. It is hypothesized that indeterminacy is a consequence of a powerful-but-imperfect image synthesis model that must combine general classes of objects, scenes, and textures.
